OEC Action Fund Applauds Ohio House Passage of House Bill 303
Columbus, Ohio — The Ohio Environmental Council Action Fund (OEC Action Fund) applauds the Ohio House of Representatives for passing House Bill 303 (HB 303). This bipartisan legislation would establish Ohio’s first Community Energy Pilot Program to expand local power generation, lower energy costs, and strengthen the reliability of our electrical grid.
This forward-looking legislation authorizes 1,500 megawatts of distributed clean energy projects, such as solar, storage, and microgrids. It will allow Ohio schools, businesses, and nonprofits to participate directly in community-based energy production and allow residential customers to subscribe directly to projects in their community.
By adding more localized power and flexible grid technologies, HB 303 improves grid resilience and helps meet Ohio’s increasing electricity demand.
In addition to expanding clean energy access, HB 303 includes strong consumer protections, transparent PUCO rulemaking, and a required four-year review to evaluate program performance before any expansion, making this a measured, accountable step toward a more affordable and reliable energy future.
